I knew the normal procedures, but not sure if there is any special procedure for those affected by this earthquake.

I got her through adoption agency in USA (Canada should have the similar one). About 6 months for paper work, and 18 months waiting in China Adoption Center (USA require that we go through CAC).

There are about 8,000 children adopted by American each year in last few years.

My biological son bound with her very well (3.5 yrs and 1.5 yrs old).
