The key things are:
1)The membership fee should not be too expensive.
2)The headquarter (U.S. or China) and branches or chapters.
I would recommend that headquarter be registered in U.S., the branches in China.
3)How to garantee the safety of the organization's account once established (Members will be all over the world and rarely see each other. Who will supervise the account.
4)The goal and responsibility of the Hai Xie, structure of the organization, etc.
5)Conference(on-line and if necessary face-to-face)
6)Last but not the least there must be a leader. If we always keep talking it will never happen.
